Drug using crime policy


The abuse of illegal drugs and substances has been a major source of problems in many people where the teens are the most affected. The drug using crime policy is targeting the crime problem identification and the measure to help in curbing the problems. Most users of drugs have their lifestyles changed from their normal ways of operations. These calls for an extra effort to raise money which will help them continue using the drugs.  The efforts lead to the participants involving themselves in crime related activities. This is because most of them, they tend to live, a lifestyle they cannot manage, due to their income instability (BJS, 2013). The policy is analyzing the probable problems that surround the drug use and also the means and ways of solving them.

The potentiality of the drug abuse has led to most users engage illegal activities. This has impacted the increased levels of criminal activities endangering the life of the resident within the neighborhood. Most drug users don’t participate in the employment activities, this is because; the drugs have weakened them, thus lack of strengths to manage in handling jobs. This alone has led to the drop in the government GDP because it serves residents who are not earning the state, any form of income (BJS, 2013). Due to the unemployment nature, they have been exposed to major situations that have led to increased criminal activities. These criminal involvements have exposed most of the drug users to the dangers of losing their lives. Unfortunately, many are experiencing their colleagues lose a life but they still proceed with the same activities due to the urge of taking the drugs (BJS, 2013). Addiction is one of the ways that has driven many individuals to the grave because, the moment one wants to consume a drug, he or she has to, despite the lack of money to purchase the drugs.

Through the rampant criminal activities, the drug using crime policy has come up with a number of objectives that will aid in reducing the problems. Its primary objective is to lower the drug intake among the users which will in turn help in reducing the crime rate. This will be possible by conducting educational programs, guidance, and counseling and rehabilitating the most addictive users. The main objective of the policy is to create the need for the individuals to be responsible. This will call for them getting involved in the employment activities, thus raising some income for their own good. Also, the urge of instilling good, lifestyle among the drug users will create a conducive environment because each and every individual is satisfied with what he or she earns. This will, in turn, to reduce the crime rate because the interventions will be targeting the youths who are the most affected. Finally, the policy is intending to come up with a number of strategies that will help it in achieving its mission of drug use reduction from the root causes. That is, working on their social relations among the individuals and the environmental conditions that they are exposed in.

Literature review

According to the BJS (2018), drugs and the crime facts, the bureau statistics article has been at the forefront in highlighting the statistical data that are related to the crime users. In the US the rate of crime rate is always on increase because of the population level as well as the number of people who are migrating to the country. The drugs like, Cannabis, cigarette, marijuana is commonly abused by nearly 76% of the drug substance users. The statistics indicate that approximately 21.5 million U.S. residents who are aged between 12 years and above are battling with the menace of drug usage (BJS, 2013). According to the World Health Organization, it is not in America that is affected but also the whole world, where 5.4% of the populations are involved with the drug abuse activities. The data for the analysis of the statistics of both the drug use and the crime rate has been obtained by both the primary and the secondary means. The research was conducted in different states and the resident filled the questionnaires. This was in relation to their exposures, to the crime rates that are caused by the abuse of the drug individuals. Secondary data were obtained from the archives like, the National Survey and Drug use that indicates the number of individuals who are involved in the abuse of the drugs.

The analysis on the race and the years as well has been an instrument in reviewing the crime rates in relation to the drugs abuse. The number of black Americans abusing the drug is on a constant increase due to the rates of people migrating to the US. According to the (BJS, 2013) the incarceration statistics, it indicates that most offenders in the prisons are criminals caused by the drug abuse substances. The population is on a constant increase because the people are involved in the crime rate activities on a daily basis. For instance, it is assumed that the number of people using Heroine is around 886,000, in the whole US, according to the NSDUH (BJS, 2013). This is a body that is mandated at conducting the research and gathering the relevant information to help the government in laying necessary strategies. The drug use and crime policy, therefore, have been so crucial in laying the strategies which will aid it in navigating through the various preventive and the corrective measures.

According to the WHO organization drugs like marijuana, cocaine, heroin, are the worst drugs that are used by the majority of the population (BJS, 2013). The research was conducted in most of the US states indicates that at least 30% of the population understand what substance abuse involves and the kind of drugs that are most abused. This has helped the government to understand the intensity of the strategies to employ in order to eradicate the usage. Guidance and counseling groups have come up with the help of creating sense and preaching the gospel of the effects of using drugs. Social places like schools, churches a well are at the forefront in spreading the gospel to abstain the use of drugs.  As per (BJS, 2013) the research indicates that, heroin is the worst of all, which makes the users develop psychiatry behavior due to its intense contents. The statistics indicate that 20% of the youths and 15% of adults are most affected by the drug. Therefore, the government is using both the youths and the aged people are advising their colleagues on the side effects. The youths usually perceive their counterparts adults as the role model in criminal activities (BJS, 2013).

The policy is also mandated at monitoring the number of offenders’ released from prison. The process helps in nurturing the behaviors of the offenders to prevent them from reoffending. The reentry programming is so crucial because it aims at instilling an act of responsibility in an individual. According to Gill and D.B.Willson (2006), the policy is aimed at improving the success of the reentry programs among the prisoners who are released. It helps in identifying the impact of criminal justice in nurturing the behaviors of the drug and substance users. This will in turn help in reducing the crime rates activities that are conducted by those people who do have a constant source of income to cater for their daily activities. As per the research the data from the Serious and Violent Offender Reentry Initiative that is (SVORI) program, has been crucial in analyzing and examining the behaviors of the offenders. During their time in prison, they are engaged in activities like carpentry, masonry, that are offered by the government. These services will help them to engage their mind and earn some income after they are accepted back to society. According to the statistics, most of the people which are released from prisons change their behavior, because they have an activity that keeps them busy at the same time earning some income. The income levels will facilitate, their day to day activities and this will, in turn, result in reduced levels of crime rates. However, the reentry process can be possible when an individual accepts himself as a changed creature. According to criminal justice and behavior, 44(3), 336-359, the behavior of offenders has to be examined by the impacts of the reentry services. There is a nongovernmental group that is not funded by the government, which helps in funding the offenders after their release. The community as well should change their perception towards them during the process of welcoming back to society. As per the research conducted, interviews were carried out on the offenders who are already accepted to the society and how they perceive, the treatment. It indicated that 90% of the reception, during the reentry program encourages them to develop an attitude of change, making them instill a positive behavior Wilson & Petersilia, (2010). The character helps in encouraging their colleagues who are to commit an offense after their release. Therefore, according to the statistics the reentry program has been so crucial in reducing the drug and the crime rates because many people come out of the prisons as responsible men and women.

During the president Barrack Osama’s tenure in office, he endorsed a task force that was mandated at putting into actions his strategies.  The strategy aimed at fostering the relationship between the local communities and the officials charged with the law enforcement. According to the Lum, et al, (2016), the evidence of the task force revealed that most law enforcement officer is responsible for violating the laws. That is, they promote a conducive environment for the crime rates to increase. This was due to the minor cases of corruption. According to the WHO, most drug users are not employed or they are earning minimal returns. They have managed to thrive well in consuming the drugs through engaging themselves in criminal activities. At times they can even kill in order to raise money to satisfy their wants or their addiction state. As Per the 21st century policing, the Implementation and Research Priorities as per the George Manson University it indicates addiction it is at a high rate among the uncontrolled youths who end up engaging themselves in criminal activities. The collected evidence, by the task force, helped in the analysis of the oversight policy to help in reducing the crime rates (Lum, et al, 2016). The statistical data in the changes in trends were obtained from the archives that indicated how the information was collected in the year 2011.

According to the Lum, et al, (2016), Obama care, had been one of the social policies that came into existence during his tenure. This has the impact of providing the less vulnerable individual s with the basic needs. Most of the drug users, they are from humble backgrounds which even get three meals a day was a problem. According to the research and the collected data, as per Lum, et al, (2016), the increased corruption cases among the police was due to under-satisfaction, in terms of payments. The environmental and working environment has been the main contributing factors to the increased policy behavior which promotes the crime rates. The George Manson University evidence is a sure fact of promoting the reentry and the shaping of the individual behaviors. Out of 100 offenders released from the prisons, at least 80 offenders are servicing as responsible citizen whom their behaviors have been nurtured Wilson & Petersilia, (2010). This helps in instilling a sense of togetherness among their fellow colleagues who might be thinking about committing an offense again.

According to chapter 14 of the Crime and Public policy study guide, the government has come up with deterrent procedures that help on checking at the impact of the crime rate. The research conducted by the Oxford University Press indicates that the number of offenders is steeply decreasing due to the thorough involvement of the control procedures (Wilson and Petersilia, 2011). The increased rates of arrests have helped in reducing the number of criminals thus shaping the criminal behavior among the teenage. This will improve the hard working among the teenage and the state revenue will increase (Corsaro and Nicholas, (2013).

The policy had laid down strategies to achieve through the set targets. The areas that had been marked where the operations were to be carried out through the help of local communities who were at the forefront of giving out the criminal activities data. According to the Victims and Offenders, 8: 1-31, the impact on law enforcement has created a strong impact in curbing the selfish interests of the rogue police officers. The reports extracted were focusing on the drug markets, and the interventions in regulating any vices that might erupt, during the research. It was noted that the market is all over the neighborhood where even the children aged 10 years can access. For instance, the operation of youth groups and financing their various projects will help in engaging their mind, thus developing development oriented thinking.

Conduction of the intervention programs will help in reducing drug abuse and criminal activities because it deals with the problem at the root cause. Before, the teenagers’ get exposure to what drug abuse is, they are managed through the provision of educational programs. As well, approaching the already engaged drug users at their grass root level will help in understanding the statistics level, which will call for immediate treatment. The survey conducted helps in understanding the statistics as well as their location and the kind of drugs to impose on them. This will seek for the government intervention which will later involve its health facilities in rehabilitating the victims and offering them with treatment. The rehabilitation program is usually conducted to the victims who are already, addicted to and affected by the drugs. This will help them in nurturing their characters and working on their morals at the same time. According to the WHO, the individual is taken through a practical process where they are taught on the effects of various drugs that are how they can be avoided (BJS, 2013). If the drug abuse intake reduces, this will lead to the decreased levels of criminal activities. The arrest of the drug traffickers at the borders as well reduces the supply of the substances within America, thus a great reduction of the problem encountered with a nation full of drug abusers.

The introduction of the nationalized health system to help in reducing drug abuse and the crime rate problem has to gain government support.  As per Wilson & Petersilia, (2010) the US government through the ministry of health, it has been setting some finance to help in curbing the increased criminal activities that are caused by the abusers of drugs. Hospitals and the rehabilitation centers as well have been equipped with drugs that help in detoxifying contents in the human blood system. This reduces overreliance to the local means of guidance and counseling (Bardach and Patashnik, 2015). The approach as well reduces, lowers personal harm and any secondary problem that may be associated with the primary cause. For instance, the drug abusers usually engage themselves in unsafe sex activities leading to the contraction of diseases like HIV/ASIDs, which has been a death threat. The intervention n has helped in offering the guidance and counseling to the offenders and also ARVs drugs to the already affected. The various preventive measures as well are clearly demonstrated among the individuals, this will in turn help in reducing any secondary problems that may arise.

The targeting of youths is also another approach that will help in increasing awareness among the youthful population. The main objective will be a reduction of the drug use among the middle-aged people who are the majority in abusing the drugs. If the awareness is created through education, the number of criminal activities will be reduced making it possible for reforms to take place. If the act of reformation starts with the youths then the rest of the population will emulate the vices leading to a humble society. The repercussions that have been in existence since 1990 have haunted a number of people because most they are harsh to bear (Bardach and Patashnik, 2015). This has led to prosecution for the deviancy, in a similar manner by the adults. Therefore, the policy has gained the support of achieving its mission of criminal activities reduction through the creation of the approaches that are in existence.

Strengths and the limitations of the approaches


The approaches have led to the reduced levels of people who are jailed due to committing offenses related to criminal activities that are reduced incarcerations. The crimes that are related to the drug use have been greatly reduced. This is a good indication that the problem-solving approaches have greatly been applied and have positively impacted nurturing individual behaviors. According to the statistics, there are a reduced number of people who are judged in the juvenile courts (Bardach and Patashnik, 2015).  The number of youths enrolling in an academic and technical institution is greatly increased a good indication of the law applies. The statistical data has impressed the government, making it offer some support programs and scholarships, to facilitate in elevating the community, through education programs.

Increased surveillance led to lower crime figures, along with the streets of most states. The drug users as well got engaged in a more involving activity which has reduced the criminals who cause harm in the streets. There is an increased supply of information among the offenders some of which is educative and constructive. This information helps in reducing the offense and the repercussions rates among the drug users (Bardach and Patashnik, 2015). Excellence among youths has been increased because they are now engaging in constructive programs and activities. This has given the government an easy time in handling and dealing with the adults who are a minority in illegally abusing the drugs.  Therefore, there is a positive improvement in the use of the above dealt with approaches in reducing criminal activities.


According to the approaches, it’s not easy to ascertain the impact of the survey through the obtained evidence. The efficiency and effectiveness are among the factors related to the efficiency some of which are not easy to ascertain how the data was obtained and analyzed. This will call for an extra cost and the expert in analyzing, the mechanism through which one can understand the data used (Bardach and Patashnik, 2015). The parameters dealt with are not applicable to the current research project. The assessment of the scholarly and the journal articles are at times not related whatever the current research is all about. It is not easy to asses, the potential reach, by the policy, in gauging the impact level. The measure of the results that are obtained from the research using the secondary data has always been difficult to analyze. Also, the assessment of the policy, on the probability to reach the potential gauge has been a great problem in relation to the expected results. In conclusion, therefore, analysis of the secondary data has been a great menace because most of it was intended for a different purpose (Bardach and Patashnik, 2015).
